She was awarded an ‘F’, the lowest possible mark, and the DA’s report described her tenure as a ‘train-wreck’.
The DA produces a cabinet report card every year as part of its mandate as the official opposition party.
The report explained that Joemat-Pettersson’s low score was largely due to her “lack of knowledge of her portfolio, a stubborn aversion to oversight, and blindness to her own failures.”

Joining Joemat-Pettersson at the bottom of the pile was labour minister Mildred Oliphant. The DA report said she “was nowhere to be seen during labour unrest that threatened to destabilise various sectors.” Police minister Nathi Mthethwa also got an ‘F’. According to the report, under Mthethwa’s watch, “serious crime, police criminality and contingent liabilities have increased.”
In total eight ministers received an ‘F’ for their performance and the DA’s report suggested they should all be removed from their posts without delay.
The report also gave a scathing assessment of president Zuma, saying that his “poor leadership was at the root of his cabinet’s overall lacklustre performance.” He too received an ‘F’.
Minister of Rural Development and Land Reform Gugile Nkwinti scored an ‘E’ and was criticised for failing to speed up and implement successful land reform programmes.
