Green Paper on Land Reform found lacking

Professor of Political Sciences at UNISA, Dirk Kotzé, who was a speaker at the Bien Donné Agri Cape Week in Paarl, criticised the Green Paper on Land Reform for having too little substance.

He went as far as to say that the Green Paper could not be described as a policy document because it does not provide a basis on which a new policy or new approach to land reform can be established.

Kotzé also said the notion that the constitution will have to be amended so that government can implement a new approach to land reform, in terms of the acquisition of land, is based on an incorrect interpretation of the constitution, because the constitution makes no reference to this willing buyer-willing seller principle.
