Does anyone know this poet?

The first time I met my prospective parents-in-law in 1984, I found the words of “Law of the Land” (see box below) on a calligraphy-styled work displayed in the house.

Dad (Lewis Bulwer), who grew up in the Alice district, obtained the mural from his father. Irrespective of the passing of time, the meaning of the words is as accurate now as they were when written originally, and can be applied not only to practicing land management, but to many other spheres of life as well.

What I am wondering is this – can any FW reader shed light on who the author, ‘Ted’, might have been, and if any other copies of the original work may still exist, as I believe that the mural which I saw (and now have a newer copy of), may have been a copy itself.
